Wayfinder maps hide decision context from new agent sessions

## Problem In my experience, GitHub issue-backed Wayfinder maps make decisions hard for a new agent session to retrieve. The map's `Decisions so far` section is easy for a person to scan, but contains brief summaries linked to child issues. A session starting without prior chat context may not follow the issue hierarchy and can miss decisions relevant to its task. ## Reproduction 1. Create a Wayfinder map in GitHub Issues with child decision tickets. 2. Resolve tickets and add brief summaries with links to the map. 3. Start a new agent session from the map, without the earlier conversation, and ask it to continue the work. The agent may fail to open the relevant child issues and miss previously made decisions. ## Expected behavior A new session should find and apply authoritative decisions relevant to its task without relying on prior chat history or guessing which issue links to follow. The map should remain concise and scannable for people. ## Scope This issue concerns discoverability in GitHub issue-backed Wayfinder maps. I have not experienced this problem in the `grillme-with-docs` -> `to-spec` -> `to-tickets` -> `implement` workflow. It is not about stale premises in open tickets or decisions that an agent has already read.
