[AgentPluginManager] Failed to sync plugin (WSL)

Type: Bug I'm using GitHub Copilot Chat in VS Code connected to WSL. After recent updates, Copilot Chat has become nearly unusable. My organization requires certain agent plugins to be installed, but the Agent Plugin Manager fails to sync them. As a result, every Copilot Chat prompt stalls for approximately 4 minutes before proceeding.
